What NFL players are being held back by their team?

I can't believe he hasn't been mentioned already, but Steve Smith. Smith has been an incredible player over the years, but he plays on a run-first team that has a barely adequate QB (Jake Delhomme). Imagine what Smith could do with Tom Brady throwing to him in New England, or Kurt Warner slinging it to him in Arizona. He would just be off the charts with his extraordinary abilities.
