Driver's License and Birth Certificate Problem?

Okay, so I'm really at a loss of what to do here. I obtained my TN state Driver's Permit in April of last year and naturally, it expired in April of this year before I had a chance to get my Driver's License. Also in the past year I've had to move a lot and in the process lost my birth certificate. So now I need to get a copy of my birth certificate in order to get the license. Only problem is that you have to have a valid photo ID in order to get the birth certificate if I'm not mistaken. I was born in NY state so it's not like I can walk down to the courthouse or anything either. I'm 20 years old and would like to have all of this straightened out before I turn 21 next month. I've contacted both the TN safety department and NY vital records department and awaiting replies. Any ideas?
